Putting a first system on raw or newly built land is the one case where you get to find out what the ground will take before you are committed to anything. Use that. The soil evaluation comes first, the design follows from it, and the county reviews the design. Doing it in that order is what keeps the project predictable.

Start with the ground, not the catalogue

On a replacement there is an existing system to reason from. On a new installation there is nothing but the parcel, so the site and soil evaluation is genuinely the first step rather than a formality on the way to a permit.

It answers the only question that matters at this stage: conventional or engineered. That single fork moves the budget more than any other decision in the project, and it is settled by measurement rather than by preference or by what the neighbours have.

Will your lot take a conventional system?

Four questions decide it, and they get asked in this order. Answer yes to the flag on any one of them and the property is heading toward an alternative or engineered design, which is a different build at a different price. This is the largest single variable in an Arizona septic quote, which is why it comes before the numbers rather than after.

    How fast does the soil absorb water?

    This is the percolation question, and it is the first one asked because it disqualifies the most lots. A conventional system relies on soil that will take treated effluent at a workable rate and keep treating it on the way down. Absorb too slowly and effluent surfaces. Absorb too fast, as coarse sand and gravel can, and it reaches groundwater before the soil has finished treating it. Both ends of that range point away from a conventional design.

    How deep is bedrock or caliche?

    A disposal field needs a workable depth of usable soil beneath it. Caliche, the cemented hardpan common across the Sonoran Desert, behaves like rock: water hits it and moves sideways rather than down. Where caliche or bedrock sits close to the surface there may not be enough soil column to treat effluent, however well the top layer percolates.

    How high does groundwater come?

    The separation between the bottom of the disposal field and the seasonal high water table is what gives the soil room to do its work. Compress that distance and treatment is incomplete when the effluent arrives at groundwater. Properties near washes, in low-lying ground, or in areas with a shallow aquifer are the usual candidates.

    How steep is the ground?

    Slope affects how effluent moves once it leaves the distribution pipe and whether it stays in the field at all. Steep ground can push effluent laterally toward a downhill surface outbreak, and it also constrains where a field can physically go on the lot.

None of this is a determination. It is what a designer looks at, in the order they look at it, so you can arrive at the conversation knowing what the questions are. The answer for your property comes from a site and soil evaluation, and the county reviews the design that follows from it.

The paperwork step people skip, and regret

At the end of a new installation you will hold a permit record, an authorization, as-built information and whatever operation and maintenance documentation the system carries. Put all of it somewhere you will find it in fifteen years.

The reason is concrete rather than administrative. Under A.A.C. R18-9-A316(D), when you sell, you must give the buyer the completed Report of Inspection and the documents in your possession relating to permitting, operation and maintenance. On an engineered system that package is substantial. Sellers who cannot produce it are the ones scrambling at closing, and it is entirely avoidable at this stage.

What should I check before buying unsewered land in Arizona?
Whether a sewer connection is genuinely unavailable, and what the soil will take. A site and soil evaluation before closing is the highest-value check you can run, because it decides whether the parcel carries a conventional system or an engineered one. Also confirm which county governs the parcel, since Maricopa and Pinal run separate permit programs.
How is the system sized?
By the house rather than by the household. Design flow is driven by the number of bedrooms, because the system has to serve whoever lives there over its life, not just the current occupants. Adding a bedroom later is therefore a septic question as well as a construction one.
Can I install the system before the house is built?
Sequencing is a question for your builder and the county, but there is one Arizona wrinkle worth knowing if the property might change hands mid-project. Under A.A.C. R18-9-A316(F), if ADEQ issued a Discharge Authorization but the system was never put into service before a transfer, no transfer inspection is required. The buyer still files the Notice of Transfer.
What paperwork should I end up holding?
The permit record, the authorization, the as-built information and any operation and maintenance documentation for the system installed. Keep all of it. Under A.A.C. R18-9-A316(D) those are the documents you hand a buyer if you ever sell, and reconstructing them years later is difficult. Status as of July 2026.
